The Procurement Office is responsible for leading and overseeing the LibraryA?s procurement activities, including sourcing suppliers, contract management, organizational spend management, and risk management. The Procurement team designs and executes processes that enable effective procurement of goods and services from qualified suppliers while ensuring compliance with audit and business control requirements. Partnering with departments across the organization, the team delivers high quality procurement services that maximize the LibraryA?s purchasing power and take advantage of savings opportunities. The Library is seeking a Senior Contracts Specialist to maintain and review all Contracts to insure 100 compliance with procurement policies and identify opportunities to reduce costs throughout the organization. The Contract Specialist will have experience with New York State or New York City government procurement, preferrably public procurement experience in a not:for:profit or educational environment. Reporting to the Director of Procurement and Risk Management, the Senior Contracts Specialist will:Develop new and enhance existing innovative procurement tools and decisions to support the NYPLA?s capital project requirements, fulfill MWBE goals, IT/Digital SLAA?s, and departmental contract intake processManage decisions regarding task order solicitation processes, documents and schedules, while conducting site visits and managing responses to solicitation questions and issuesManage Workday database and produce procurement management reports, while administering task and change order processMaintain existing and expiring contracts with various NYPL departments.Manage NYS, NYC, and requirement contractsOversee award process which includes proposal evaluations, recommendations while providing direction on procurement proceduresPerforms related duties as requiredAccountability and ProfessionalismCustomer ServiceCollaboration and TeamworkJob:Specific Knowledge and Skills A BachelorA?s Degree from an accredited institutionAt least three (5) years of demonstrably successful experience in public procurement or related areas, preferably with a unit of New York State or New York City governmentThorough knowledge and experience with RFxs, vendor evaluation, vendor negotiation, contracting and contract terms and conditionsExcellent written and oral communicationDemonstrated proficiency in organizing and managing multiple projectsStrong critical thinking and problem:solving skillsExperience managing competing priorities and interpersonal relationshipsAbility to work independentlyExperience with NYC, NYS, and Requirements ContractsProficient with Google Applications and Microsoft Office (Word, Excel), including document editing and tracking changesExperience with automated procurement systemsA MasterA?s Degree in public administration or a related field from an accredited institution is a plusProcurement experience in a Not:for:Profit or New York State/ New York City Government environment strongly preferredExperience with government procurementCurrent certification from a recognized national contracting professional organization or national procurement organization preferredExperience utilizing Workday strongly preferredOffice setting35 hours per weekMonday : Friday 9:00am : 5:00pmEvenings and weekends as requiredSchedule subject to changeNon Union
